NSCB Course Approvals

Under the Children's Act 2004, Local Safeguarding Children Boards have a duty to monitor and evaluate the effectiveness of both single and multi-agency training. To help the NSCB fulfil this requirement and ensure that training courses meet the standards set by the NSCB,  partner agencies are requested to submit their Level 1 and Level 2 'Introduction to Safeguarding' courses delivered in a single agency to the NSCB. 

The NSCB uses a course approval tool to assess the courses, ensuring that they provide the subject areas and key messages that the NSCB would expect to be covered in an Induction or Introduction to Child Safeguarding training course. 

The audit tool will consider the provision, content and delivery of Induction into Safeguarding and Level 1 Safeguarding Children training. This will supplement the training questions included in the S.11 or S.175/157 Single Agency Audit Tool. 

NSCB partner organisations that carry out single-agency Introduction to Safeguarding training will be required to carry out an audit every two years. 

Organisations who are not directly partner agencies of the NSCB but still deliver single-agency Introduction to Safeguarding training, will also be requested to complete the form and submit the course documentation. 

Statutory requirements for LSCBs relating to training courses

Statutory functions within the Children's Act 2004:

  • Ensuring that there are policies in place relating to the training of people who work with children (WT2013, 3.2);
  • Monitoring and evaluating the effectiveness of training, including multi-agency training, to safeguard and promote the welfare of children (WT2015, 3.2).

Working Together to Safeguard Children 2015 states: 

LSCB's do not commission or deliver direct frontline services though they may provide training. While LSCBs do not have the power to direct other organisations, they do have a role in making clear where improvement is needed. Each Board partner retains their own existing line of accountability for safeguarding.
